Gene Devlin, Senior director of Public Power, located in Rye, NY, joined PFM after retiring from Morgan Stanley in December of 2007, as both the Head of the Public Finance Department and the Head of the Public Power Group.

Mr. Devlin has been an investment banker in the municipal bond business for almost 35 years.  He started his career in 1975 at Salomon Brothers, where he was a Director and Head of the Public Power Department.  When Salomon Brothers exited the municipal bond business in 1987, Mr. Devlin joined Goldman Sachs and spent 16 years structuring a variety of public power financings across the country.  He was named Head of the Public Power Group at Goldman in 1995.  He joined Morgan Stanley in July of 2003 as a Managing Director and was promoted to the Head of the Public Finance Department in March of 2005.

Over his 35 year career he has financed the capital needs for municipal city utilities and state power authorities and has been involved with the formation, development and structuring of over 20 new utility credits since 1976.  He has served as a lead banker for over 200 municipal electric utilities totaling over $31 billion.

Mr. Devlin is a graduate of Iona College, with a degree in economics, and he received his M.B.A from the Hagan School of Business.
