Mr. Waley joined Public Financial Management in July 2005 and serves as a Senior Managing Consultant in the firm's Austin office. His clients include cities, counties, electric utilities, water and wastewater utilities, and airports. He has participated in over $10 billion in financings using both fixed and variable rate structures, and has extensive experience working with rating agencies and insurance providers. Prior to joining PFM, Mr. Waley served twenty years with the City of Austin and held the position of City Treasurer.

Mr. Waley received a Bachelor of Business Administration with a major in finance from the University of Texas at Austin. He is a Certified Public Accountant.
