Charles Matthews joined PFM in the Philadelphia office in July, 1996. Mr. Matthews has provided technical and analytical support for PFM's general municipal advisory services as well as for the strategic municipal planing cluster.

Mr. Matthews' major focus is on transportation and general obligation clients. His primary clients include The Southeastern Transportation Authority (SEPTA), The Greater Cleveland Regional Transit Authority, The Port Authority of Allegheny County (PAT), the City of Philadelphia and the City of New Haven, Connecticut. His role on these engagements has been to serve as project manager as well as to provide technical support. Mr. Matthews has also performed strategic budgetary analysis for the District of Columbia in association with the submission of the District's Fiscal Year 1998 Budget and Multi-Year Financial Plan, as well as for the City of Miami, Florida.

Mr. Matthews has a total of nine years in the Municipal Bond industry. Prior to joining PFM he worked in institutional municipal bond sales with First Albany Corporation. He had a total of three years experience in sales. Mr. Matthews was also a municipal bond trader and underwriter for First Albany from 1990-1993.

Mr. Matthews earned his B.A. from Princeton University and MS in Finance from The George Washington University.
