David J. Sallack joined PFM in January of 1996 as a Senior Managing Consultant in the Harrisburg office. In January of 1997 he was promoted to Managing Director working in that same office. Prior to joining PFM, Mr. Sallack was Executive Director of the Pennsylvania Association of School Business Officials were he served for nearly 10 years to provide education and policy direction in areas of school finance and operations. Prior to serving as Executive Director of PASBO, he was Director of Fiscal Administration for the Pennsylvania Department of Education and served in the Governor's Budget Office for the Commonwealth of Pennsylvania.

Mr. Sallack's experience includes extensive work in public finance and investment issues for local governments and schools. He has overseen the operation of the Pennsylvania Local Government Investment Trust (PLGIT) and developed operational and marketing strategies for other local government investment pools. In addition, Mr. Sallack has done extensive work in support of financially distressed school districts and in issues of local taxation and state level funding of schools.

Mr. Sallack has a Bachelor of Science Degree in social sciences from the Pennsylvania State University and a Masters Degree in Public Administration from Penn State.
