Ms. Bisgaier has more than 25 years of experience in government and public finance. She currently serves as the financial advisor to the City of Philadelphia. In that capacity she has advised the City and four of its enterprises (the Philadelphia Gas Works, the Philadelphia Water Department, the Philadelphia Airport, and the Philadelphia Parking Authority) on each of its debt issues since 1992; this has represented more than $7 billion in original principal amount. She is also responsible for advising the City with regard to its rating agency strategy and its steadily improving credit rating. Among other current clients, Ms. Bisgaier has also served as the Financial Advisor to the New Jersey Environmental Infrastructure Trust, the New Jersey Turnpike Authority, the New Jersey Water Supply Authority, the State of Delaware and the Washington D.C. Water and Sewer Authority.

Ms. Bisgaier is a graduate of Mount Holyoke College and received a Master of City and Regional Planning from Rutgers University. She has been an Adjunct Professor of Urban Studies at Temple University and has lectured at the University of Pennsylvania.
