Mr. Williard joined Public Financial Management, Inc., in 1981. He has had a wide variety of experience including the successful financing of thousands of school district projects, as well as other local government financings, including sewer and water authorities, boroughs, counties and townships, airports and stadiums with an aggregate principal amount of over $40 billion.

Since 2000, Mr. Williard has served as financial advisor for the Pennsylvania Higher Education Assistance Agency (PHEAA) on over $5 billion of Student Loan Revenue Bonds including transactions involving variable rate demand bonds, LIBOR floating rate notes, fixed interest rate term bonds, interest rate swaps and both taxable and tax-exempt auction rate financings. Along with new money issuances, his experience with PHEAA has also involved refunding of existing bonds, interest rate mode conversions, securitizations and substitution and replacement of credit and liquidity facilities.

Since 2003, he has served as financial advisor to the Commonwealth of Pennsylvania. The Commonwealth annually does some of the largest competitive sales in the country.

Mr. Williard has a Bachelor's Degree in business finance from the University of Nevada at Las Vegas.
