David Eichenthal is a Senior Managing Consultant with PFM's Strategic Consulting practice. Since joining PFM, he has participated in engagements in Portsmouth, VA, Shelby County, TN, Macomb County, MI and New Orleans, LA.

Mr. Eichenthal is also the President and CEO of the Community Research Council in Chattanooga, Tennessee, a non-profit policy research institute with a staff of six focusing on crime, community and economic development, health and education issues. As part of his work with the Research Council, Mr. Eichenthal holds appointments as an Associate Professor of Public Administration at the University of Tennessee at Chattanooga and as a Nonresident Senior Fellow at the Brookings Institution.

Prior to his current position, Mr. Eichenthal was the City Finance Officer for the City of Chattanooga. In addition to City Finance Officer, he also held the position of Director of the Office of Performance Review, Chairman of the General Pension Plan for the City of Chattanooga (appointed by Mayor), Chair of the Regional Interagency Council on Homelessness (appointed by Mayor), and President of the Chattanooga Downtown Redevelopment Corporation (appointed by Mayor).

Previously, Mr. Eichenthal was Chief of Staff to the New York City Public Advocate, the city's second highest elected official. He also served as Chief of Policy, Assistant Advocate for Research and Investigation, and represented the Public Advocate on the Audit Committee of the City of New York. He also held the positions of Assistant Inspector General for Policy in the New York City School Construction Authority and Assistant Deputy Comptroller for Policy/Counsel for Special Projects and Director of the Board of Estimate Staff in the Office of the Comptroller for the City of New York.

Throughout his career, Mr. Eichenthal has worked extensively on issues related to public safety and criminal justice; and also has strong experience with 311 customer service initiatives.

Mr. Eichenthal has been an Adjunct Professor of Public Administration and Urban Studies at the Georgia State University; an Adjunct Professor of Political Science at the University of Tennessee at Chattanooga; a Visiting Scholar at the NYU Urban Research Center; an Adjunct Assistant Professor of Public Administration at Baruch College School of Public Affairs; and an Adjunct Assistant Professor of Public Administration at the Robert F. Wagner School of Public Service, New York University.

Mr. Eichenthal received his J.D. at the New York University School of Law and a BA degree from the University of Chicago in Public Policy Studies, cum laude. He was a Harry S. Truman Scholar, New York State and is licensed to practice law in the states of Tennessee and New York.
