Mr. Edwin Ricci joined Public Financial Management, Inc. in 1987 and is Director of the firm's Cleveland, Ohio regional office. He has over 27 years of experience as a financial advisor to over 100 public and not-for-profit agency clients nationwide completing over 250 financing transactions and financial planning engagements. These clients have included the State of Ohio; Hamilton County, Ohio; the City and County of San Francisco, CA; San Diego County, CA; The City and County of Honolulu, HI; The State of Hawaii; the City of Toledo, OH, the Los Angeles County Sanitation Districts; the Cleveland Orchestra; the Ohio State University (OH); Case Western Reserve University (OH); the University of Akron (OH); the City of Youngstown, Ohio; the Santa Clara Valley Water District.

Mr. Ricci is experienced in providing advice in a broad range of disciplines including capital planning, multi-year financial planning, rate analysis; development of intergovernmental agency agreements; and the structuring of a credit rating and issuance of various forms of tax-exempt and taxable securities on both competitive and negotiated basis, and at fixed and variable rates. Mr. Ricci's experience also extends to the analysis structuring and execution of interest rate swaps and various other derivative product transactions.

Mr. Ricci received a B.S.M.E. Degree from Lehigh University, and a JD Degree from the Temple University School of Law.
