Sarah Hollenbeck joined PFM in December 2001 as a Senior Managing Consultant in the firm's San Francisco office.

Prior to joining PFM, Ms. Hollenbeck worked for five years in the City and County of San Francisco Mayor's Office, where she served in a number of positions including three years as Public Finance Manager.

In this capacity, Ms. Hollenbeck was responsible for day-to-day management of San Francisco's $2.3 billion portfolio of general fund and tax supported debt. During her tenure with the City, Ms. Hollenbeck worked on over $1.25 billion of new money and refunding transactions including general obligation bonds, lease revenue bonds, certificates of participation, and enterprise revenue financings. She participated in San Francisco's first-ever general obligation refunding, a $449 million transaction, as well as a $157 million transaction which represents the first issuance of variable rate debt backed by the City's general fund. Ms. Hollenbeck's debt experience in San Francisco encompassed a broad range of projects including a comprehensive citywide emergency communications system upgrade; a major convention center expansion; parking facility construction and improvement projects; school, library, park, museum, and hospital renovation and replacement projects; and affordable housing construction and loan programs.

Ms. Hollenbeck holds a Bachelor of Arts degree in history from Yale University and a Master of Public Policy degree from the University of California, Berkeley.
