Ms. Pugh joined PFM in 1998 and is currently a Senior Managing Consultant in the firm’s Ohio office.  Ms. Pugh provides project management support and primary quantitative and technical support for the firm’s clients throughout Ohio. 

Ms. Pugh has performed debt-sizing analyses for general obligation infrastructure and school facilities financing transactions as well as lease appropriations financing and refinancing transactions for the State of Ohio Treasurer of State.  For the City of Toledo-Department of Public Utilities, Ms. Pugh developed a sewerage rate model to evaluate the level of user-rate increases necessary to fund the Department's 15-Year Capital Improvement Program.

Additionally, for The Ohio State University, Ms. Pugh developed a comprehensive Asset Liability Technical Analysis Model that allows the University to project future operations revenues and expenses, asset portfolio returns and debt obligations in consideration of its overall asset liability management policies and objectives and credit ratings considerations.

Ms. Pugh served as project manager and day-to-day contact for the Woodruff Arts Center (Atlanta) in the review and independent analysis of the Art Center’s Phase I Expansion Financial Plan.  The analysis included a review and various scenario analyses of the Art Center’s existing and projected debt and asset profiles, which included approximately $170 million of variable rate bonds, a synthetic fixed rate swap and a hedge investment portfolio for the Art Center’s non-self-supporting debt obligations.

Ms. Pugh has worked with the Cleveland Orchestra and the Western Reserve Historical Society in the development of financial planning models and analyses of proposed new and expanded facilities, respectively. 

Ms. Pugh manages the development and maintenance of the Hamilton County, Ohio Sports Facilities Project Financial Planning Model.  This model provides multi-year projections of both capital and operating revenues and expenses related to the Paul Brown Stadium and Great American Ballpark facilities, as well as related parking facilities and infrastructure improvements.  Ms. Pugh’s other Ohio clients include the Case Western Reserve University, the University of Akron, City of Painesville, City of Sidney, City of Sylvania and County of Lucas.

Currently, Ms. Pugh serves as an Executive Board Member of Women in Public Finance.  Ms. Pugh graduated with Honors from Harvard University where she received a Bachelor of Arts Degree in Economics.
