Roan Blacker has more than 20 years experience in the municipal markets and helps oversee our firm's efforts in the Northwest. Mr. Blacker began his municipal finance career in 1985 as an investment banker with PaineWebber Incorporated and during his career has served municipalities and non-profit entities throughout various regions of the United States. Mr. Blacker has structured and managed over $2 billion of project based transactions.

Prior to joining PFM Mr. Blacker created and directed a 501(c)(3) nonprofit community development organization and consulted state and municipalities on regional housing and community development programs. In his nonprofit capacity, Mr. Blacker has served as sponsor for more than $250 million of municipally financed programs.

Mr. Blacker graduated from the University of California at Los Angeles with a Bachelor of Arts degree in Economics and Latin American Studies; and earned his Masters in Business Administration in Marketing and Finance from Columbia University in New York City.
