Mr. Mosby has concentrated his career interest in the field of public finance for over thirty years. He joined Public Financial Management, Inc. in 1985. Prior to joining PFM, Mr. Mosby served eight years as Director of Finance and Administration for the City of Memphis, Tennessee. Mr. Mosby currently oversees PFM regional general municipal practice in the Southeast and manages PFM's firm wide Pricing Group. In 2006, PFM was the financial advisor on 711 long-term fixed-rate financings with a total par value of $35.3 billion. His financial advisory clients have included: the Colorado Water Resources and Power Development Authority; the County of Shelby, Tennessee; the Memphis-Shelby County International Airport; the Minnesota Public Facilities Authority, the New York State Environmental Facilities Corporation, the Metropolitan Government of Nashville-Davidson County, Arlington, Tx (Cowboy Stadium), and Memphis & Shelby County Sports Authority (FedEx Forum). Most recently, Mr. Mosby has been working with a number of state agencies and local governments to develop a debt capacity model, the City of Arlington, Texas on a mixed use economic development project, and the City of Pasadena, California on the expansion of the Rose Bowl.

Mr. Mosby has in the past served as a member of the Executive Board for the Government Finance Officers Association (GFOA), as a special advisor to GFOA's influential Committee on Debt and Fiscal Policy, member of the Council of Infrastructure Financing Authorities (CIFA). Mr. Mosby is a graduate of the University of Memphis with a BBA degree in economics and finance, received his MS degree in economics and finance from the University of Missouri at Columbia and is a graduate of Harvard University's Senior Government Managers program.
