David Hoskins is a member of the PFM Strategic Consulting practice. Mr. Hoskins provides quantitative analysis and research for clients including the Philadelphia School Reform Commission, where he is the lead Consultant working on the School District's multi-year financial forecast and deficit reduction plan. Mr. Hoskins also recently served as lead Consultant to the City of Baltimore's Blue Ribbon Committee on Taxes and Fees, which identified a menu of options that would dramatically reduce the City's property tax rate. Since joining PFM, Mr. Hoskins has supported engagements for additional clients including the City of New Orleans,
the City of Providence, and the State of Illinois.

Prior to joining PFM, Mr. Hoskins served as the Economic Development Fellow for a Mayoral Exploratory Committee in Philadelphia. Mr. Hoskins also worked for the Philadelphia Community Court, which offers alternative sentencing programs and social services for low-level summary offenders.

Mr. Hoskins graduated with honors from Temple University, where he received a B.A. in Political Science.
