Mr. Stewart joined PFM in 2000 and was promoted to Senior Managing Consultant in 2003.

Mr. Stewart is a project manager in PFM's Quantitative Strategies Group, which provides primary technical, new product, derivative product and modeling expertise for PFM's clients.  Mr. Stewart has broad experience developing plans of finance for debt transactions, both new money and refundings, while coordinating with PFM's Investment Advisory Group to develop integrated asset/liability management strategies for clients. 

Mr. Stewart has over seven years experience in the structuring and issuance of over $3 billion in debt obligations for the State of Delaware, Delaware Transportation Authority, CPS Energy and political entities throughout the Mid-Atlantic region.

Mr. Stewart also leads PFM’s training efforts, which include numerous courses and programs designed to provide grounding in the municipal finance business to PFM’s new hires, and ongoing training for PFM’s senior staff. Among these courses is an intensive 3-month course for junior staff that teaches the fundamentals of finance, public finance, the capital markets, and derivative products, as well as a variety of quantitative analysis techniques and financial modeling skills.

Mr. Stewart also teaches specialized courses on swaps, variable rate debt, asset-liability management, and structured products, while coordinating classes on money management, federal tax law, credit analysis, budgetary consulting, and governmental accounting.

Prior to joining Public Financial Management, Mr. Stewart was a national sales manager with Fidelity Leasing responsible for developing equipment lease finance programs for manufacturers and distributors of computer, communications and medical equipment.

Mr. Stewart has a Bachelor of Arts degree in Sociology from Bucknell University.
