Mr. Frey joined Public Financial Management in 1998 in the firm's Harrisburg office.

The financial advisory work that Mr. Frey has been involved with includes structuring both tax-exempt and taxable fixed rate bond issues, completing variable and auction rate financings, conducting the competitive and negotiated bond sale process, structuring new money issues, and performing refunding analyses and debt restructurings.

Mr. Frey has experience with working with a variety of public entities including school districts, townships, boroughs, counties and authorities, as well as working with the Pennsylvania Higher Education Assistance Agency on over $3 Billion of student loan revenue bonds. He also worked on developing a specialized analytical program to examine the impact of local tax reform on Pennsylvania school districts.
Mr. Frey graduated from The Pennsylvania State University with a degree in Finance.
