Dan Hartman is a Managing Director in the Arlington office. Mr. Hartman worked for PFM from 1990 to 2000, and rejoined the firm in May 2006. He currently co-heads the firm's national public power group and works exclusively with utility clients in the West.
Mr. Hartman has served as a financial advisor or senior managing underwriter to many of the largest water, wastewater, and public power agencies throughout California and the West coast. These clients have included, among others, the Los Angeles Department of Water and Power, Riverside Public Utilities, the Metropolitan Water District, the California Department of Water Resources, Anaheim Public Utilities, the Southern California Public Power Authority, the Northern California Power Agency, Burbank Water and Power, and Glendale Water and Power. For these clients, Mr. Hartman has been directly involved in the issuance of over $25 billion of utility bonds and has worked on some of the largest and most complex transactions.
As part of Mr. Hartman's client engagements, he has managed the development of complex financing plans for large capital programs, led educational workshops with Boards and elected officials, devised and implemented rating and insurer strategies for new and existing credits, evaluated and implemented derivative product applications, and led pricing efforts for bonds and interest rate swaps. On behalf of his municipal clients, Mr. Hartman has also provided expert witness testimony to legislative and regulatory bodies, including testimony on behalf of East Bay MUD during the proposed PG&E hydroelectric divestiture. Mr. Hartman is also a frequent speaker on the topic of utility finance at public finance industry conferences and workshops.
From 2000 to 2006 Mr. Hartman served as a Managing Director with Citigroup Global Markets and with Bear Stearns, where he worked extensively with Western utility issuers. Mr. Hartman received his Bachelor's Degree in Economics and International Relations from the University of North Carolina - Chapel Hill and a Diploma from the London School of Economics.
