    For the past three rounds of bargaining under two governors, PFM has provided quantitative and analytical support for bargaining involving 21 unions representing over 65,000 state employees. PFM has refined Pennsylvania’s costing methodologies, analyzed health benefit programs in neighboring states, and provided expert witness testimony at interest arbitration proceedings. Pennsylvania reached four-year settlements with its major civilian employee unions that included a 1% increase over the first two years and an increase to employee health benefit premium contributions.
