Gordon Mann is a member of the PFM Management and Budget Consulting practice, managing projects where the firm provides financial, budgetary and operational analysis, and direction to municipal governments. He is particularly active in the practice’s work with Pennsylvania municipalities that are subject to State oversight under the Commonwealth’s Municipalities Financial Recovery Act.

At PFM, Gordon has worked extensively to help Pennsylvania municipalities develop multi-year plans, which are multi-faceted strategies to overcome the operational and financial challenges that push municipal governments’ budgets out of balance. Through these engagements, he has worked on public safety, public works and finance functions in addition to broader challenges related to workforce management and revenue generation and collection.

Earlier in his career, Gordon served as Deputy Director of Public Affairs for a New York State Senator, handling media relations, communications and public affairs responsibilities for the Senate Mental Health and Developmental Disabilities Chair. In addition, he was the project manager for a multi-million dollar renovation to the Broome County Veterans Memorial Arena and a district wide reading program.

Along with his government experience, Gordon has 14 years of experience in sports journalism, including contributing to print and radio coverage of several NCAA national championship events.
