Ken services Texas local governments and not-for-profits with fixed-income investing of operating funds, reserve funds and bond proceeds. Ken also provides clients with investment policy reviews and recommendations, cash flow forecasting and performance benchmarking.

For over 20 years, Ken has worked with various governmental entities ranging from county, city, school district, universities and colleges, as well as special districts. He strategizes with clients in identifying short- and long-term investment options, while working with client portfolios ranging from $10 million to over $1 billion. Ken has also helped local Texas governments address Other Postemployment Benefit (“OPEB”) funding. 

Annually, Ken and PFM team members provide Public Funds Investment Act (“PFIA”) training throughout Texas, with topics ranging from benchmark strategies to implementing investment policies.

Ken is a member of the Government Finance Officers’ Association, Government Finance Officers’ Association of Texas, Government Treasurer’s Organization of Texas, and Texas Association of School Business Officials.
