Mark Gardiner has 40 years of experience as an entrepreneur, financial and business advisor, public official and manager in a broad range of industries. Mr. Gardiner’s formal training is in finance and economics, and he’s spearheaded more than $10 billion of debt and equity financings. In his consulting practice, Mr. Gardiner has specialized in: economic development and industrial project financing; oil and gas facility and system financing, design and implementation of public-private partnerships.  He has advised on long-term financial, strategic and business planning for corporations and governments.

Mr. Gardiner has been involved in financing widely varied entities and facilities since 1976, including: oil and gas infrastructure and facilities, airports; road and rail surface transportation projects; marine ports, health facilities; parking facilities; golf courses; auto race tracks; housing; stadia, arenas, convention centers, and; electric, sewer, water, natural gas and solid waste utilities. Mr. Gardiner developed financing strategies for over 30 sports and entertainment venues across North America. Mr. Gardiner has been a leader on numerous public and civic boards. In addition to his recently completed 8-year term as Chair of the Oregon Aviation board, he served four years on the board of the Children’s Trust Fund of Oregon. He also serves as Chair of the Oregon Aviation Industry Association board. He served eight years on the Oregon Investment Council, which oversees the investment of the $70+ billion state employee pension funds.

Mr. Gardiner was a transition team member for two Oregon governors and maintains strong relationships with local, state and national elected officials. From 1996 to 2016, Mr. Gardiner served as Managing Director of WFG. From 1989 to 1995, Mr. Gardiner served as Managing Director for PFM, and from 1985 to 1989 was a principal in another national financial advisory firm. From 1979 to 1985, Mr. Gardiner was City Economist, Budget Officer and ultimately CFO/CAO of the City of Portland, Oregon – with a tenure spanning the terms of four mayors. Prior to joining the City, Mr. Gardiner served as a consulting utility economist. Mr. Gardiner earned a B.S. (with Highest Honors) in Economics from Portland State University and earned the Carl Campbell Award as the outstanding Economics graduate.
