Patrick Clancy serves as a director in PFM’s Portland location as advisor to an extensive group of general municipal clients in the Northwest on issues of capital formation, bond issuance and overall capital financing plans. His State level clients include the State of Oregon, the Alaska Industrial Development Authority and the Oregon Facilities Authority. On the local level, he advises several cities, counties and school districts in Oregon and Alaska. 

Mr. Clancy began his work as a financial advisor in the mid-1980’s and has been responsible for introducing many bond innovations used in the NW today. His issuance experience includes the creation of new multi-jurisdictional utilities, project revenue bonds, 501c3 financings and general obligation bonds. 

He has served as chair of the Oregon Municipal Debt Commission, which rewrote Oregon’s municipal bond issuance statutes in the 1990's, and has served on the Oregon Short Term Fund Board and on the Oregon Infrastructure Authority.
