PFM today announced with great sadness the passing of F. John White, one of the firm’s founders, past CEO and Chairman Emeritus.
John served as CEO for over three decades until 2011, a tenure that transformed PFM from a five-person office into the nation’s leading independent municipal advisory firm. Under his leadership, the firm pioneered consulting and professional services for public and nonprofit clients and provided critical guidance to cities in financial crisis, most notably the Five-Year Plan for the City of Philadelphia that helped restore its investment-grade credit and fiscal stability in the early 1990s. John also oversaw the expansion of PFM’s business into investment management, leading several acquisitions to expand the firm’s service offerings to its clients.
“John believed in the power of government to serve people, and had a clear vision for the role an independent advisor can play in helping our clients achieve their goals - whether it was building a new school or achieving fiscal stability,” said JoAnne Carter, CEO of PFM. “This view defined PFM’s purpose which endures today. As a mentor, partner & friend to many, John was one to generously invest his confidence in your potential, always seeing opportunity for growth.”

Beyond the firm, John’s impact continues through the F. John White Community and Public Service Scholarship. In 2022, he was inducted into The Bond Buyer Municipal Finance Hall of Fame. His enduring contributions to civic life reflect the values at the core of PFM.
