PFM announced today that Ryan Kaplan has joined PFM Financial Advisors LLC as a Director, bringing more than a decade of leadership experience in public finance, infrastructure investment, and economic development. Prior to joining PFM, Ryan served as Managing Director at DiPerna & Company, where he advised on hundreds of millions in municipal finance transactions.
Throughout his career, Ryan has led complex financings across various sectors, including infrastructure, energy efficiency, real estate development, and special tax districts. He built long-term capital plans and cash flow models, executed innovative funding strategies, and guided clients through both private placements and public offerings. His work is widely recognized for driving fiscal performance while aligning stakeholders across sectors.

A proven strategist and relationship builder, Ryan has a reputation for delivering tailored debt management solutions that meet the evolving needs of public entities. His efforts have helped issuers secure credit rating upgrades, launch new revenue-generating programs, and advance critical projects from concept to close.
In his new role, Ryan will be based out of PFM’s San Francisco office, servicing clients in the west region. Ryan will focus on structuring and advising financings that support public infrastructure, sustainable development, and revitalization efforts. His strong background in tax-increment financing, conduit lending, and public-private partnerships positions him to help PFM’s clients capitalize on today’s complex funding environment.
Ryan earned his bachelor’s degree in Finance and Economics from Ohio Wesleyan University.
