Albert Brown joined PFM’s Memphis, TN office in January 2023 and provides analytical support for PFM’s clients in the Midsouth region. Prior to joining PFM, Albert worked at ComCap Partners, a small boutique firm that specialized in affordable housing development and consulting, community development consulting, and municipal finance advisory services. Albert’s experience includes taxable and tax-exempt financings for utilities, evaluating and implementing economic incentives, tax credit financing and affordable housing development.

For PFM’s clients, he provides technical and quantitative resources and advice on structuring, sizing, and pricing of municipal debt. Albert is also responsible for assessing municipal issuers’ outstanding debt, performing analyses of refunding opportunities, cash flow modeling and debt capacity analysis.
