Dan Hartman is chief executive officer of PFM’s Financial Advisory and Consulting practice. He has more than 25 years of public finance experience both in financial advisory and investment banking capacities. Prior to his role as head of Financial Advisory and Consulting, Dan served as co-head of the firm’s national utilities group and worked with the largest water, wastewater and public power agencies throughout the U.S.
He served as a financial advisor or senior managing underwriter to clients including the Los Angeles Department of Water and Power, Orlando Utilities Commission, DC Water, CPS Energy (San Antonio), and the Southern California Public Power Authority. Dan has been directly involved in the issuance of more than $50 billion of utility bonds and worked on some of the most complex municipal market transactions for these clients.
He recently led some of the most innovative financing structures in the municipal utility business including the 2014 issuance of "Century" bonds for DC Water, which was the first 100-year financing for U.S. public infrastructure and received a Bond Buyer "Deal of the Year" award. He led the financial advisory team that secured a new 30-year regional water supply for the San Antonio Water system in a public private partnership (P3) with Abengoa SA, fully allocating regulatory risk to the private sector.
Dan provides expert witness testimony to legislative and regulatory matters to various agencies on behalf of his municipal clients. He is a frequent speaker on utility finance at public finance industry conferences and workshops. Dan also previously served as a managing director with Citigroup Global Markets and Bear Stearns.
