Rebecca Perry-Glickstein joined PFM in 2009 as a senior managing consultant in the Philadelphia office and has more than 30 years’ experience in the municipal finance industry as a financial advisor and investment banker.
During her tenure in the public finance sector, she has worked with issuers throughout the U. S. on virtually all types of financings including fixed- and variable-rate bonds, derivatives, complex refundings, multi-series bonds, and conversions from one interest rate mode to another. She has significant experience in capital planning, documentation development, debt issuance execution, and interacting with rating agencies, credit enhancement/liquidity providers, and other market analysts. She has worked extensively on revenue bond transactions, including airport and water/wastewater, as well as general obligation and appropriation-backed lease transactions.
Rebecca’s clients have included the cities of Philadelphia, St. Louis, and Baltimore; the District of Columbia; the states of Pennsylvania, Connecticut, and New Jersey; the Metropolitan Washington Airports Authority; the District of Columbia Water and Sewer Authority; the New York State Dormitory Authority; and the University of Connecticut, among others.
Prior to joining PFM, Rebecca was a senior managing director at an independent financial advisory firm for 11 years, having spent more than a decade prior to that as a public finance banker at a national investment banking firm.
