Lorraine joined PFM as part of the firm’s asset acquisition of Melio & Company, a premier healthcare advisory firm. She has over 35 years of experience in the healthcare industry, working with healthcare institutions and the Federal Housing Administration (FHA). She has worked on dozens of transactions over her career utilizing FHA 242 and FHA 232 mortgage loan insurance with expertise in the various forms of structured tax-exempt and taxable financing, which fund these transactions.

Lorraine spent more than 33 years at Goldman Sachs & Co., building the FHA mortgage subsidiary and completing large-scale transactions during that time. She was responsible for all aspects of the insurance processing, review and negotiations with FHA, local and federal representatives and transaction structuring. She has negotiated the issuance of FHA firm commitments and provided oversight during the construction and loan servicing of these projects. While at Melio & Company, she worked with various clients in the restructuring of FHA debt, direct bank purchases and rating agency evaluations. Her clients have included New York Presbyterian Hospital, Montefiore Medical Center, Methodist Hospital of Southern California, Hillcrest Health System and Sinai Health System in Chicago, to name a few. She is the former chairwoman of the Committee on Government Programs, a Washington, DC based industry group that participates in FHA related communications and issues.
