Joe Breen is a Senior Managing Consultant in PFM’s Atlantic Financial Advisory practice. His primary day-to-day responsibilities included producing client deliverables, analyzing refunding opportunities, financial modeling, transaction management, building presentations, and assisting with marketing proposals. Joe has experience working in various client sectors including state and local governments, transportation, higher education, utilities, and other specialty issuers, primarily in the mid-Atlantic region of the country.

Joe’s diverse client pool grants him exposure to a wide variety of clients and sectors. In addition to transactional support, Joe has supported his clients with debt capacity analysis, cost and budgeting analysis, debt service reserve fund calculations, financial models with forecasted revenue projections, credit rating metric calculations, and other complex financial analysis.

In addition to his work, Joe is part of PFM’s Young Professional SIG, where he serves on the programming committee.


Prior to joining PFM in 2019, Joe studied finance at Temple University ‘s Fox School of Business.
