Joshua Gawel is currently a senior managing consultant within the Quantitative Strategies Group. In his role, he provides financial advisory services for a variety of clients across a broad range of credits, including general obligation, revenue, and securitization among others. In this capacity, he has advised on transactions in excess of $9 billion of issued par for both new money and refunding transactions. A selection of clients that he works with include the Commonwealth of Pennsylvania, the Commonwealth Financing Authority, Pennsylvania’s Economic Development Financing Authority and New Jersey Tobacco Settlement Financing Corporation.
Joshua is also responsible for managing the company’s application of Excel-based linear optimization models. This technology is utilized for complex bond structuring exercises as well as long-term capital planning analysis for a variety of issuers. Some significant and high-profile engagements such as Hampton Roads Bridge-Tunnel expansion and Washington DC’s Long-Term Capital Planning tool have utilized this tool to provide insight into the feasibility of capital plans measuring in the billions of dollars.
Joshua graduated from the University of Delaware with a B.A. in Public Policy and began working at PFM in the beginning of 2015. Prior to working at PFM, Joshua interned in the field at the State of Delaware in 2014.
